Xiang Yu did not lose because he was a bad fighter, since he was maybe the best fighter of his time, but he lost because he was terrible at ruling and fought to win land without any plan to run it, whereas Liu Bang knew that winning needed more than just battles because it required people to believe in him, a strong economy, and loyal helpers.
